I feel sick and start to shake everytime I hear of another death at RR jail .The crime scene should not be disturbed until authorized by the Medical Examiner ,with the appropriate offcial present. Instead the jail offcial's are allowed to assume. In my Opinion they have a few guards (employee's) who are useing a "chokehold" for no reason other then to show their authority and it is killing people .It takes 10 seconds in a choke hold to subdue someone (arm around neck) 30 seconds to kill them . Why if this jail is so over crowded are these people always alone in a cell. No witness available .Not even having a Medical examiner present till the next day ,placing deceased in back of jail until they decide what's best to do with this inmate. Why are these employee's allowed to act like doctor's and then take all rights away from the family .Who or what is allowing this to happen .

Do we know the names of these guards? Is it the same guard or set of guards "finding" these guys?

yeah there were 2 supposedly on duty when my brother was killed hicks- utility officer and laurino in charge of MHP 1&2. Dont know about the others. we have the duty roster

I would think that at the least they would want the ME or another qualified Dr to come ASAP, and have someone independent of the jail staff view and document the scene before moving anything. That way, the staff is at least semi-covered from being accused of wrongdoing.
OTOH, there is also an attitude of 'Dude got what was coming to him' in the general public, so I guess the guards don't have to worry about that as much....

Moving him doesn't surprise me, as the clinic is at the back of the jail and have available defibrillators and such. Certainly my first question is the crime he was incarcerated for. Had he been convicted by a jury, awaiting sentencing? Or was he sentenced and awaiting transfer to a prison facility?

My condolences to his family. If he did indeed commit suicide by hanging, that is something that his family may never be able to deal with :(

What difference would that make? Regardless of the crime, if there was wrongdoing on the part of the staff at the jail, they are wrong no matter what.

"What difference would that make??" Um, criminology? The argument isn't questioning mismanagement of the inmate, it's questioning whether jailers had a part in the occurance or not. If the guy was in jail for driving on a suspended license, I'm gonna question whether he killed himself. If he committed a significant felony and was facing decades of prison time, the possibility becomes more feasable. Have you ever spent time (not SERVED time) in a prison? I've seen inmates try to kill themselves - even succeed in doing so. My questions remains...

To answer your question he was sent to jail for an assault
(fight)with a friend and went to court and was to be released the next day (actually this was early in the morning when they found him) so within hours
....does this answer your question now ITS NOT suicide

seems like there are TOO many hangings at the RRJ. A federal investigation is very much in order. Rest in Peace all that have been found in that position. My prayers are with you.

I dont know the story exactly or the inmate but you say he had a fight with a friend and was placed in jail for that reason right...did they do any tox screenings before placing him in the cell? is the a possibility he was on drugs prescribed or not? even prescribed drugs such as those used to treat ADHD and Depression if taken too many or too often can cause temporary mental confusion. Obviously he had some issue if he was fighting with someone he considered a friend to the point that he was arrested for assualt. Not although in defending Stafford County police or jail attendants but we should look at it from all points of view.

The thing that I have never understood - why are prisons not better supervised? Why does each and every cell not contain a camera that records the goings on in the cell?
If the prison can't afford it, they can follow Joe Arpaio's model and start serving bologna sandwiches for a year.
I can't comprehend how there could be a murder, or a beating, or a suicide, or a rape in prison that isn't captured on video for use in solving the mystery.
With the entire human race getting colder and colder and performing terrible acts of violence in ever-increasing numbers, our prisons are is going to have to undergo some drastic changes if we want to prevent them from becoming like a real-life "Oz"...

It seems that to many people, prisoners should suck up whatever bad treatment they receive in prison. After all, they're just prisoners.

and as prisoners they MUST be guilty. No one who is innocent could possibly be there. We as a society are too GOOD to ever make a mistake. Any one convicted of a crime therefore has to be the scum of the earth and deserves whatever happens to them.

I just got called for jury duty and when they screen me, I plan on saying I already know the defendant is guilty because the cops never arrest the innocent....

Harsh words are what is needed . Times have changed it use to be you
could trust someone with a "uniform on" !!

Can you really trust the cop who comes to your house or will he

We just don't know anymore if it's going to cost then it is put

Second, you need to remember that RRJ employees are guards, not Police. They are not trained very well. Focus your energy where it belongs.

I know that this is a late post, but one thing I want to say is that they should just shut down R.R.J. or FIRE all staff and start from new!!!!!
There has been way to much ? about a lot of things that no one wants to own up too.

Which is more shocking ?
Nothing will ever be done about the killings
at the jail until Stafford steps out of
the picture .
Since the jail was moved to Stafford look at the
death toll at the jail .
Then look at the relatives who work at the jail
would you turn your relative in for a choke
hold that went bad .

My question is: How did he manage to accomplish this ? My experience has been that it is proper procedure to take away a prisoner's belt, shoelaces, tie, or anything that could be used as a rope to prevent such things....

When i was younger I remember the old jail in stafford .
The Guards were called jailers then.
Yoy heard reports of misconduct ,drugs ,rape , by the Jailers until it was closed down...............
The jail at the Court house and the one in Fredericksburg
you heard nothing .
Fredericksburg Jail shut down and a Jail is built in Stafford area
Stafford is run by the buddy system ,they went to school together eat , and also party together . Let one of their own get in trouble and it will just go away .
I went to school with most and I know this to be facts.
Their children have worked at the jail ...
